As Canadians, we are proud of our multicultural heritage. It is in fact one of the elements that defines our Canadian identity. But recently, our immigration levels have been maintained at too high a level year over year, putting a strain on our systems. Canadians want an immigration system that is predictable and that benefits them while serving the hard working individuals starting a life here. Intelligent immigration is not about politics, identity, or even multiculturalism. It’s about welcoming new Canadians in the best way possible.
In 2023, Canada brought in close to 1,000,000 new people, half of which were permanent residents. Going forward, we will ensure that temporary foreign workers, and vulnerable foreign students are not exploited nor misled under false premises.
As Canada’s Prime Minster, I will:
- Encourage sensible, predictable growth, adapting permanent resident, new student, and temporary foreign worker intake to both our present capacity and our future needs.
- End fly-by-night immigration brokerage that has provided false promises to tens of thousands of foreign workers and students in Canada. This will be done by vetting and certifying Canadian institutions and applying a DLI (Designated Learning Centre) stamp of approval. DLI’s will be subject to audit to ensure that fraudulent behaviour is not taking place and institutions that have already abused the system will be shut down.

Include a new National Objective with the goal of obtaining highly skilled recruitment as a top Canadian priority and implement a fast track system for highly-qualified individuals that excel beyond the requirements of an intelligent points system.
- Revisit the CRS (Comprehensive Ranking System) to favour skilled workers and education. In doing so, we will broaden the current point distribution to one that takes into account the qualities most needed in today’s economy.
- Fix our TFWP (Temporary Foreign Worker Program) for migrant workers in farming, retail, and food service, so it’s not open to abuse by bad players. Simply put, those who break the rules will no longer be allowed access to the program.
It’s critical that our leaders are in touch with how policy plays out in the real world and have insight to some of the issues of abuse within the system. I’ve witnessed it, and I’ve documented it (Documentary film: My Friend Omar, 2024).
Together, we can deliver a system that works for everyone.
