Frank was born in Montreal to a father from England and a mother from Barbados, both of whom profoundly influenced his leadership approach. In 1989, Frank joined Baylis Medical, a company founded by his mother, Gloria. What began as a small business importing specialized medical devices grew under Frank’s leadership into a global leader in minimally invasive medical technologies. Alongside his business partner Kris Shah, Frank helped develop life-saving devices that improved patient outcomes and revolutionized healthcare. As a young man, Frank’s curiosity and passion for problem-solving led him to the University of Waterloo, where he pursued, and completed a Bachelor’s degree in Electrical Engineering. Known for its innovation and excellence, Waterloo was the perfect place for Frank to hone his technical skills and nurture his entrepreneurial spirit. During his time there, Frank’s love for engineering deepened, and he began to see how technology could be used to solve real-world challenges. Little did he know, these formative years would lay the groundwork for a career dedicated to innovation and impact.
Political and Public Service
As a Member of Parliament, Frank championed policies that created economic opportunities, protected privacy rights, and strengthened Canada’s global partnerships. He co-founded the Black Caucus, bringing underrepresented voices to the table, and led on industry, foreign affairs, and ethics—demonstrating the leadership Canada needs today. Public service is meant to service the people, that’s why Frank worked tirelessly to successfully collaborate across party lines, to bring fresh ideas and problem-solving to Parliament.
